(Reuters) - Florida's outgoing governor, Republican Rick Scott, was declared the winner of the state's hard-fought U.S. Senate race on Sunday, following a recount of ballots in the tight contest against three-term Democratic incumbent Bill Nelson.In the recount of the ballots cast for the Nov. 6 election, Scott won by 10,033 votes, Florida elections officials said on Sunday. Titans, a new show based on the eponymous superhero group of the same name for DC’s streaming service, DC Universe, is coming to Netflix for international subscribers. Titans has already made waves thanks a profanity-laden trailer at SDCC 2018, though its brand-new trailer may appease doubters. The series, which follows Robin during his tenure as leader of the Titans, had previously been announced to be coming exclusively to DC Universe, the company’s streaming service. However, with no release date for DC Universe outside the U.S. forthcoming, it has been decided to move Titans onto a more visible platform worldwide. Variety is reporting that Netflix has acquired the international rights to show Titans outside of the U.S. and China. The 11-episode first season is scheduled to premiere on October 12, though Netflix currently lists the show as “Coming Soon” and is not slated to release in October. The U.S. Army is getting into esports. The Army announced this week that it will stage a worldwide Street Fighter 5 tournament, open to all active-duty service members, beginning July 28. Tournaments will be held at eight garrisons and streamed live. Soldiers at Fort Bliss, Fort Gordon, Joint Base Lewis-McChord, Fort Wainwright, Fort Riley, U.S. Army Garrison Humphreys, U.S. Army Garrison Bavaria, and Fort Knox will participate. Winners in each tournament (double-elimination format) will advance to a grand final at PAX West in Seattle on Sept. 1. “The competition will develop Soldiers’ outlook and overall fitness using current technology,” said a statement from the Army. “Soldiers train for the competition by improving hand-eye coordination, mental focus and reaction time. U.S. Senator Maggie Hassan has called on the Entertainment Software Ratings Board (ESRB) and Federal Trade Commission (FTC) to protect consumers, and children in particular, by taking a more in-depth look at loot box practices in video games. Hassan outlined her concerns during a recent Senate Commerce, Science, and Transportation Committee hearing, revealing she's already written to the ESRB asking the organization to do more to protect kids and inform parents about the potential dangers of loot boxes. During the hearing, Hassan also asked three FTC commissioner nominees whether they'd be willing to look at loot boxes as an independent issue if they are elected. All three answered with a resounding 'yes,' and agreed that loot boxes -- which ask players to spend real-world or in-game currency on a randomized reward -- create problems that warrant genuine concern.
