Call of Duty: Black Ops 4 has added a ton of post-launch content via its seasonal Operations, and now that Operation Absolute Zero is over, Operation Grand Heist is adding an entire marketplace. Treyarch laid out an extensive roadmap for all the additions coming in Grand Heist, which is live now on PS4 and coming to Xbox One and PC next week. Alongside new characters, weapons, and maps, we'll also see the return of the Reserves and its randomized loot boxes.Before you bristle at the mention of loot boxes, note that this is merely an additional layer atop the 100 tiers of Operation rewards you can earn simply by playing. The Reserves have been reopened by Blackjack, a familiar face from Black Ops 3 (and a member of Seraph's 54 Immortals faction) who's offering up loot boxes called Cases which contain a random cosmetic item. Last week Monolith released an official statement announcing that as of 17th July, Shadow of War will no longer contain microtransactions. Buying Gold with real money will be gone for good on 8th May, and a couple of months later the market which erstwhile sold item chests, XP boosts and orcs for the Nemesis system will be dismantled completely. Apparently buying those orcs, rather than earning them in-game, "risked undermining the heart of our game," said Monolith, six months down the road from implementing that marketplace. Six months ago the press was saturated with headlines about a new wave of intrusive microtransactions. Communities expressed their outrage, share prices dropped, oceans turned blood red. Lawmakers in Hawaii have put forth a pair of bills that, if enacted, would limit the sale of video games with "gambling mechanisms" to minors and require that loot box odds be disclosed. The bills were introduced into Hawaii's legislature recently by Democrat Chris Lee, who you may remember was the politician who called out Star Wars: Battlefront II for being "predatory."The first bill is HB2686. It states that video game publishers have recently begun to use "predatory mechanisms" in their games that are "designed to exploit human psychology to compel players to keep spending money in the same way casino games are designed."
